Mike McGuire is a Democratic member of the California State Senate representing District 2, which stretches along the North Coast from the Golden Gate Bridge to the Oregon border [1,2]. A third-generation Northern Californian raised in Healdsburg by his mother and grandmother, McGuire rose from being the youngest person ever elected to the Healdsburg School Board at age 19 to serving as the 52nd President pro Tempore of the California State Senate, the first lawmaker from the north coast to lead the chamber since 1866 [2,3,4]. With a 15% CFC Biblical Values Scorecard rating, McGuire's voting record has consistently placed him at considerable distance from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Michael T. McGuire was born on July 21, 1979, in Healdsburg, California, into a family that farmed prunes and grapes in the Alexander Valley of Sonoma County for nearly half a century [1,2]. Raised by his mother and grandmother after his father left the family when Mike was five, McGuire learned the value of hard work and perseverance from an early age, working full-time since he was 16 to help put himself through college [3,4]. He attended Santa Rosa Junior College before earning his Bachelor of Arts in political science from Sonoma State University in 2002 [1,2]. At Healdsburg High School, McGuire served as student body president, and his classmates voted him "most likely to become president" in the senior yearbook [3,5]. Before entering politics full-time, he worked in the radio and television industries [2,6].
McGuire's political career began remarkably early. In 1998, at just 19 years old and while still a student at Sonoma State University, he was elected to the Healdsburg Unified School District Board, becoming the youngest person ever to hold the position [1,2,3]. As one of Northern California's youngest school board presidents, he led efforts to rebuild local schools that had fallen into disrepair [6]. In 2004, he was elected to the Healdsburg City Council, where he served for six years, including a stint as the city's youngest mayor, and was instrumental in building one of the most successful local economies and stable municipal budgets in the region [2,6]. In 2010, during the depths of the recession, McGuire was elected to the Sonoma County Board of Supervisors, where he helped turn years of deficits into a multi-million dollar surplus and championed the county's economic recovery and jobs plan [2,5,6].
On the issues central to the California Family Council's mission, McGuire's voting record has consistently diverged from CFC's worldview framework. His 15% CFC Biblical Values Scorecard rating reflects a pattern of voting that has supported abortion access expansion over the sanctity of life, government-directed education over parental authority, and progressive social mandates over religious liberty protections.
