Robert Rivas is a Democratic member of the California State Assembly representing District 29, which encompasses the Pajaro and Salinas valleys of the Central Coast, including portions of Monterey, San Benito, Santa Cruz, and Santa Clara counties [1,2]. First elected to the Assembly in 2018, Rivas was sworn in on June 30, 2023, as the 71st Speaker of the California State Assembly, becoming the first lawmaker from a rural district to hold the powerful office in the state's modern history [3,4]. A grandson of a Mexican immigrant farmworker, Rivas grew up in farmworker housing and has made affordable housing, farmworker protections, and lowering the cost of living the central pillars of his legislative career [2,5]. With a 15% CFC Biblical Values Scorecard rating, Rivas's voting record has consistently diverged from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Robert A. Rivas was born on January 2, 1980, in Henderson, Nevada. As an infant, his mother, Mayra Flores, brought him to Paicines, an unincorporated community in San Benito County, to live with her parents [6,7]. Rivas grew up in farmworker housing, sharing a three-bedroom, 600-square-foot duplex with as many as nine family members, while his grandfather, Servando Flores, a Mexican immigrant who arrived in California in the 1960s, labored at Almaden Vineyards [2,6]. His grandfather's legacy runs deep: Servando organized farmworkers alongside civil rights icons Cesar Chavez and Dolores Huerta and helped secure some of the first labor contracts for agricultural workers through the United Farm Workers union.
After moving to Hollister in 1989, Rivas attended San Benito High School, where he developed an early interest in government and public service [6,7]. He went on to earn a Bachelor's Degree in Government from California State University, Sacramento in 2003, and later completed a Master's in Public Administration from San Jose State University in 2011 [1,2]. Between his studies and political career, Rivas held a range of community-oriented jobs: he worked as a student support coordinator at San Benito High School, taught political science as an adjunct professor at Gavilan College, served as a senior board clerk for the County of Monterey, and worked as a senior field representative for then-Assemblymember Anna Caballero [2,5]. Sacramento State recognized his achievements in 2024 with a Distinguished Service Award from its Alumni Association, and San Jose State University awarded him the inaugural President's Medal for public service in 2025 [8].
His 15% CFC Biblical Values Scorecard rating reflects consistent divergence from the California Family Council's worldview framework. His voting record has supported abortion access expansion over the sanctity of life, government-directed education over parental authority, and progressive social mandates over religious liberty protections.
