David Tangipa is a first-generation Tongan American, former Fresno State football player, and Republican Assemblymember representing California's 8th Assembly District, which spans the rural Central Valley and Sierra foothill communities of Calaveras, Fresno, Inyo, Madera, Mariposa, Mono, and Tuolumne counties [1,2]. A son of a disabled U.S. military veteran and a Tongan immigrant mother, Tangipa has emerged as one of the Legislature's most outspoken defenders of child safety -- drawing on deeply personal experience with human trafficking to champion tougher penalties for those who exploit children -- while also fighting for public safety, local control, and affordable rural living [3,4,5]. With a 72% CFC Biblical Values Scorecard rating, Tangipa's voting record reflects strong alignment with the California Family Council's worldview framework on public safety, child protection (Chapter 10), and limited government (Chapter 11).
David Jariustokaeutulelei Tangipa was born on December 9, 1995, and raised in Sacramento, California, the son of a disabled U.S. military veteran father and a Tongan mother whom Tangipa later sponsored to immigrate legally to the United States [1,2]. Growing up near Watt Avenue, he witnessed the scourge of human trafficking firsthand from a young age -- an experience that would profoundly shape his legislative priorities [5].
In June 2023, Tangipa announced his candidacy for Assembly District 8 following the retirement of Republican Assemblymember Jim Patterson, who endorsed his campaign [3,6]. Running on a platform of common-sense policies for the Central Valley including forest management, water storage, public safety, and lowering the cost of living, Tangipa won the March 2024 primary with 31.3% and went on to defeat former U.S. Representative George Radanovich in November 2024 with 52.6% of the vote [1,7].
From the CFC perspective, one of Tangipa's most significant contributions has been his passionate advocacy for protecting children from sexual exploitation. Even before taking office, Tangipa worked alongside State Senator Shannon Grove to build grassroots pressure that helped make child sex trafficking a strikable offense in California through SB 14 -- a campaign that mobilized over 4.2 million people [4,5]. In January 2025, Tangipa gave a deeply personal speech on the Assembly floor in support of ACR-9, a human trafficking awareness resolution, revealing that a family member had been trafficked at age 14 by a former teammate of his, less than five miles from the Capitol [5].
His 74.1% Biblical Values Scorecard rating across 29 scored floor votes demonstrates strong alignment with CFC's worldview framework, reflecting consistent support for the sanctity of human life, parental authority in education, and religious liberty protections.
Tangipa is a strong supporter of the Second Amendment and has championed public safety broadly, earning endorsements from numerous law enforcement organizations [3,8]. He has been a vocal advocate for responsible forest management and wildfire prevention, having personally experienced the devastating 2020 Creek Fire [2,11]. He has fought against environmental overregulation and Sacramento's overreach into rural communities [3,6].
