Senator Catherine Blakespear is a Democrat representing California's 38th Senate District, which spans northern San Diego County and southern Orange County and includes U.S. Marine Corps Base Camp Pendleton [1,2]. A fourth-generation Encinitas resident, former three-term mayor, practicing attorney, and mother of two teenagers, Blakespear brings extensive local government experience and deep community roots to the state legislature [1,3]. While her policy priorities on issues such as gun regulation and environmental mandates diverge from CFC's positions, her championing of child care access for military families, domestic violence protections, and her background as editor-in-chief of the Journal of Law and Family Studies reflect a genuine concern for family welfare that merits fair consideration [4,5,6]. With a 17% CFC Biblical Values Scorecard rating, Blakespear's voting record has consistently placed her at considerable distance from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Catherine Smith Blakespear (nee Blake) was born on February 29, 1976, in Cardiff-by-the-Sea, within the city of Encinitas, California. Her family has resided in the Encinitas area for nearly a century, making her a fourth-generation San Diegan [1,3]. She graduated from Torrey Pines High School in 1994 and went on to earn both a Bachelor of Science and a Master of Science in Journalism from Northwestern University's Medill School of Journalism in 1999 [2,7].
After five years in journalism, Blakespear pursued a law degree at the University of Utah's S.J. Quinney College of Law, graduating in 2006. During law school, she served as editor-in-chief of the Journal of Law and Family Studies, one of the law school's three academic journals -- a role that reflects an early scholarly interest in family law and policy [6,7].
Her 16.4% Biblical Values Scorecard rating across 70 scored floor votes reflects consistent divergence from CFC's worldview framework. Her voting record has supported abortion access expansion over the sanctity of human life, government-directed education over parental authority and school choice, and progressive social mandates over religious liberty protections.
Of particular note from CFC's perspective on strengthening families is Blakespear's work on behalf of military families in her district, which includes Camp Pendleton -- one of the largest Marine Corps installations in North America, with approximately 42,000 active-duty personnel [4,5]. She authored SB 99, legislation to expand child care options for military families by streamlining licensing requirements for Department of Defense-approved family child care providers operating in California. The bill was sponsored by the U.S.
