Assemblymember Tina McKinnor is a Democrat representing California's 61st Assembly District, which spans communities across southwestern Los Angeles County including Inglewood, Hawthorne, Gardena, Lawndale, Venice, Marina del Rey, and Westchester [1,2]. Born and raised in Los Angeles County, McKinnor made history as the first Black person to serve as operational director of the California Democratic Party and has built a career rooted in public service, civic engagement, and worker advocacy [3,4]. She was first elected in a June 2022 special election to succeed Assemblymember Autumn Burke and has since earned national recognition for notable legislation including AB 1, which for the first time granted California legislative staff the right to unionize [1,5]. With a 19% CFC Biblical Values Scorecard rating, McKinnor's voting record has consistently placed her at considerable distance from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Tina Simone McKinnor was born on September 30, 1964, in Los Angeles County, California, where she was raised and has spent her entire life in public service [1,2]. She earned an Associate of Arts degree in business administration and accounting from Los Angeles Southwest College in 2003, followed by a Bachelor of Science in Accounting from California State University, Dominguez Hills in 2006 [1,2]. McKinnor is the mother of two adult sons and has recently welcomed her first grandchild [2,6]. Her deep roots in the communities she represents and her firsthand understanding of working-class family life inform much of her legislative agenda.
McKinnor's career in government and civic life spans more than two decades. She began as a clerk for the Los Angeles County Department of Public Social Services before moving to the LA County Office of Education, where she served as an accounting clerk and auditor [1,3]. Her political career accelerated during the 2004 presidential election when she worked on John Kerry's campaign as co-chair of African-Americans for Kerry and served as a Kerry delegate to the 2004 Democratic National Convention [2]. She went on to serve as a political treasurer for the Kaufman Legal Group, then made history as the first Black operational director of the California Democratic Party [3,4].
On the issues central to the California Family Council's mission, McKinnor's voting record has consistently diverged from CFC's worldview framework. Her 19% CFC Biblical Values Scorecard rating reflects a pattern of voting that has supported abortion access expansion over the sanctity of life, government-directed education over parental authority, and progressive social mandates over religious liberty protections.
