Born in Ciudad Juarez, Mexico, Rubio is the daughter of a former bracero farm worker and a housekeeper who immigrated to the United States, and she went on to serve as a public school teacher for nearly two decades before entering public life [2,3]. Susan Rubio was born on December 25, 1970, in Ciudad Juarez, Chihuahua, Mexico. Her parents twice immigrated to the United States without documentation. The family first settled in Texas but was deported in 1975 after about two years. They returned to the U.S. in 1977, settling in Los Angeles [2,4]. Rubio became a U.S. citizen in 1994 after being sponsored by her youngest sister, Sylvia, who had been born in El Paso, Texas [2,4]. She attended East Los Angeles College before earning a Bachelor's degree and a Master's degree in Education from Azusa Pacific University. She was later honored with a Doctorate degree from the University of La Verne [1,3].
Before entering state politics, Rubio spent nearly two decades as a public school teacher in the Baldwin Park and Monrovia school districts, where she witnessed firsthand the struggles facing working families. As she has described it, many of her students were not worried about academics but rather about having food and a place to sleep [3,6]. She entered local government in Baldwin Park, serving two terms on the City Council and also as City Clerk over a 13-year span, during which she advocated for women's rights, youth and senior programs, environmental protections, and more accessible elections [1,5].
On the issues central to the California Family Council's mission, Rubio's voting record has consistently diverged from CFC's worldview framework. Her 15% CFC Biblical Values Scorecard rating reflects a pattern of voting that has supported abortion access expansion over the sanctity of life, government-directed education over parental authority, and progressive social mandates over religious liberty protections.
