Senator Shannon Grove is a U.S. Army veteran, small business owner, and conservative leader representing California's 12th Senate District, which spans Fresno, Tulare, and Kern counties in the Central Valley [1,2]. She made history as the first woman veteran elected to the California Legislature and served as Senate Republican Leader from 2019 to 2021 [2,3]. Grove is nationally recognized for authoring landmark anti-human trafficking legislation and is a steadfast advocate for family values, religious liberty, public safety, and parental rights [4,5]. With a 83% CFC Biblical Values Scorecard rating, Grove has been one of the Legislature's most consistent champions of the values the California Family Council defends — the sanctity of life (Chapter 6), parental authority in education (Chapter 8), religious liberty (Chapter 9), and limited, family-centered governance (Chapter 11).
Shannon Lee Grove (nee Cain) was born on March 18, 1965, in Kern County, California, where she was raised. She attended Nueva Continuation High School in Lamont and graduated from Arvin High School in Arvin [1,2]. After graduation, Grove enlisted in the United States Army, serving three years with Headquarters Company, 5th Corps, stationed in Frankfurt, Germany, where she witnessed the fall of the Berlin Wall in 1989 [2,3]. Upon returning to Kern County, she co-founded Continental Labor and Staffing Resources in 1993, growing it to serve communities including Bakersfield, Ridgecrest, and Visalia. Grove continues to serve as CEO, bringing firsthand understanding of small business challenges and workforce needs [2,3].
Grove was first elected to the California State Assembly in 2010, representing the 34th District, making her the first woman veteran elected to the California Legislature [1,2,3]. She served three terms through 2016. In November 2018, she was elected to the California State Senate, representing District 16 covering portions of Kern, Tulare, and San Bernardino counties. Her colleagues elected her Senate Republican Leader in January 2019, a position she held for two years [1,2,3]. Following redistricting, she was elected in 2022 to represent the 12th Senate District in the southern Central Valley [1,3].
Senator Grove's most significant achievement has been her crusade against child sex trafficking. She authored Senate Bill 14 (2023), designating human trafficking of a minor for commercial sex as a serious felony under California's Three Strikes law, increasing potential sentences to 25 years to life. The bill passed the Senate unanimously and was signed by Governor Newsom in September 2023 [4]. She followed with SB 1414 (2024), increasing the penalty for soliciting or purchasing a child for sex from a misdemeanor to a felony, also signed into law [5]. Grove has also championed legislation protecting religious liberty, introducing SB 1070 to create enhanced penalties for disrupting religious services [8], and authored SB 246, signed by Governor Newsom, supporting rural hospitals and graduate medical education in the San Joaquin Valley [9].
Her 84.5% Biblical Values Scorecard rating across 103 scored floor votes demonstrates strong alignment with CFC's worldview framework, reflecting consistent support for the sanctity of human life, parental authority in education, and religious liberty protections.
Senator Grove resides in Bakersfield with her husband Rick. They are the parents of five children and grandparents to eleven grandchildren [2,3].
