Tasha Boerner (formerly Boerner Horvath; born February 1, 1973) is a Democratic member of the California State Assembly representing the 77th District, which stretches along the coast of northern San Diego County from Carlsbad and Encinitas through Solana Beach and Del Mar, then south through La Jolla to Coronado. [1,2] A fourth-generation San Diego County resident, Boerner holds a B.A. in Political Science from UC Berkeley and an M.A. in International Studies from Claremont Graduate University. [1,3] Before entering politics, she built a career in marketing communications and started a small business designing sensory-friendly clothing for girls after her daughter was diagnosed with a sensory processing disorder. [1,3] First elected to the Assembly in 2018, Boerner has authored more than thirty bills signed into law. [3,4] With a 15% CFC Biblical Values Scorecard rating, her legislative record has placed her among the most consistent opponents of CFC's core priorities. She co-authored the constitutional amendment enshrining abortion access (Proposition 1), authored legislation expanding abortion coverage (AB 1481), and supported government mandates on cultural competency and ethnic studies that CFC views as overreaching into parental authority and religious conscience — a record that reflects deep divergence from CFC's framework on the sanctity of life, parental rights, and education freedom.
Boerner entered public life through community involvement in Encinitas, where she served on the Paul Ecke Central PTA Board and led the Traffic and Safety Committee before being appointed to the city's Planning Commission. [1,3] She won election to the Encinitas City Council in 2016, and in 2018, she ran for the open Assembly seat and won the general election. [1] She was re-elected in 2020, 2022, and 2024, securing her fourth term. [1]
In the Assembly, Speaker Robert Rivas selected Boerner to chair the Communications and Conveyance Committee and the Select Committee on Sea Level Rise. [3,4] She also serves on the Higher Education, Public Employment and Retirement, Utilities and Energy, and Water, Parks, and Wildlife committees. [3,4] Her professional background spans international marketing communications, including consulting for a public-private partnership with the World Health Organization on disease eradication across more than eighty countries and leading international marketing teams for firms such as Deutsche Telekom. Her 12.5% Biblical Values Scorecard rating across 104 scored floor votes reflects consistent divergence from CFC's worldview framework. Her voting record has supported abortion access expansion over the sanctity of human life, government-directed education over parental authority and school choice, and progressive social mandates over religious liberty protections.
At the same time, Boerner's personal story contains elements that reflect values CFC affirms at a foundational level. Her creation of a sensory-friendly clothing business after her daughter's diagnosis demonstrates the kind of parental responsiveness and devotion to a child's unique needs that CFC celebrates. [3] She met her husband, Istvan, while studying at Humboldt University of Berlin, and the couple returned to Encinitas to raise their two children, Mate and Maya Kate [2,8] — a family life rooted in community and stability. However, on the policy questions CFC tracks — life, family structure, parental authority, religious liberty, and education freedom — her 15% scorecard rating reflects consistent alignment with the progressive wing of the Democratic caucus rather than the family-centered, limited-government principles CFC's framework advocates.
