Over the next two decades, he built his career in public education, serving as a math and science teacher before becoming an elementary school assistant principal in the Inland Empire [2,4,6].
His 8.5% Biblical Values Scorecard rating across 82 scored floor votes reflects consistent divergence from CFC's worldview framework. His voting record has supported abortion access expansion over the sanctity of human life, government-directed education over parental authority and school choice, and progressive social mandates over religious liberty protections.
Among Garcia's early legislative initiatives, he introduced AB 914, the California Pollution Hotspots Solution Act, which would create a statewide framework for reducing dangerous air pollution from ports, warehouses, and other major emission hubs [10]. Garcia has spoken powerfully about his district's air quality challenges, noting that the Inland Empire has some of the worst air quality in the nation and that eighty-seven percent of Californians live in areas that do not meet federal air quality standards [10].
