Melissa Hurtado is a Democratic member of the California State Senate representing the 16th District, which spans the Central Valley including portions of Fresno, Kings, Kern, and Tulare counties. [1,2] The daughter of Mexican immigrant parents and the first in her family to graduate from college, Hurtado grew up in the small agricultural town of Sanger before earning a bachelor's degree in political science from California State University, Sacramento. [2,3] Elected in 2018 at age 30, she became the youngest woman ever elected to the California State Senate, and has built a reputation as a pragmatic, bipartisan legislator focused on water security, food access, family strengthening, and the economic vitality of rural working-class communities. [1,3,4]. With a 15% CFC Biblical Values Scorecard rating, Hurtado's voting record has consistently placed her at considerable distance from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Melissa Hurtado was born on March 6, 1988, in Fresno, California, and raised in the nearby rural town of Sanger, a small community of modest means in the heart of the Central Valley. [2,5] Her parents were Mexican immigrants who instilled in her the values of hard work, perseverance, and the importance of education.
Before entering elected office, Hurtado worked as a community organizer for public employees, where she advocated for good wages, healthcare coverage, and retirement security for working families. [3,4] She also spent time with Health Access California, helping Central Valley residents navigate healthcare resources and lobbying state and federal legislators on their behalf.
On the issues central to the California Family Council's mission, Hurtado's voting record has consistently diverged from CFC's worldview framework. Her 15% CFC Biblical Values Scorecard rating reflects a pattern of voting that has supported abortion access expansion over the sanctity of life, government-directed education over parental authority, and progressive social mandates over religious liberty protections.
