Senator Anna Caballero is a Democratic member of the California State Senate representing District 14, which encompasses Merced, Madera, and Fresno Counties in California's Central Valley. [1,2] Born in Arizona to a family of copper miners and raised with what her official biography describes as 'a deep respect for hard work, faith, and community,' Caballero built a career spanning farmworker legal advocacy, nonprofit leadership, local government, a gubernatorial cabinet appointment, and service in both chambers of the California Legislature. [2,3] She is perhaps most notable as the founder of Partners for Peace, a Salinas Valley nonprofit dedicated to reducing youth violence by strengthening families, promoting literacy, and expanding afterschool and early childhood programs — work that resonates strongly with CFC's mission to protect children and fortify the family unit. [2,3] While her legislative record on issues such as abortion-related services access places her at odds with CFC's sanctity-of-life priorities, her deep roots in family-centered community service, advocacy for rural California, and pragmatic approach to housing and water policy offer genuine. With a 15% CFC Biblical Values Scorecard rating, Caballero's voting record has consistently placed her at considerable distance from the California Family Council's worldview framework on the sanctity of life (Chapter 6), parental authority in education (Chapter 8), and religious liberty (Chapter 9).
Anna Marie Caballero (born April 18, 1955) is an American politician serving in the California State Senate. A Democrat, she represents the 14th State Senate district, which includes Merced, Madera, and Fresno Counties and part of the agriculturally vital Central Valley. [1,2] She earned her Bachelor of Arts degree from the University of California, San Diego, and her Juris Doctor from the UCLA School of Law.
Caballero's political career began on the Salinas City Council, where she served from 1991 to 1998. [1,3] In 1998, she made history as the first woman elected Mayor of Salinas in the city's 126-year history, and she was also the first Latina to hold the position. [1,2,3] As mayor, she raised private funds for city libraries and placed a ballot measure to fund essential services during a state budget crisis.
Her 15.0% Biblical Values Scorecard rating across 100 scored floor votes reflects consistent divergence from CFC's worldview framework. Her voting record has supported abortion access expansion over the sanctity of human life, government-directed education over parental authority and school choice, and progressive social mandates over religious liberty protections.
Caballero's commitment to family and community led her to found Partners for Peace, a nonprofit organization in the Salinas Valley focused on preventing gang violence and youth crime through a holistic family-strengthening approach. She took a leave from her law practice to serve as its executive director, and the organization worked to promote literacy, early childhood education, youth employment, and programs that helped parents and youth develop stronger family bonds and encourage healthy behavior.
