Pastor Talking Points: AB 2563 — Redefining "Sex Discrimination"

For Use in Sermon, Bible Study, or Small Group Settings

God made human beings male and female — and that truth matters not just in our theology, but in our laws and daily lives. AB 2563, a bill currently moving through the California legislature, would rewrite the legal definition of "sex" in ways that directly threaten families, women, and people of faith.

Key Points to Share:

California law currently protects people from discrimination based on sex. This bill would redefine "sex" to include self-declared gender identity — meaning a biological male who identifies as female would have full legal standing to access women's restrooms, locker rooms, and sports teams.

Teachers, coaches, and employers who decline to use a person's preferred pronouns could face legal consequences — even if their convictions are rooted in sincere biblical faith.

This is not a minor policy adjustment. It rewrites foundational civil rights law across virtually every area of California life — schools, businesses, housing, and public spaces.

Women and girls in particular lose real protections when biological reality is erased from the law. Privacy, safety, and fairness matter — and God's Word affirms the dignity of both men and women as distinct image-bearers (Genesis 1:27).

Parents have a God-given calling to shepherd their children in truth (Deuteronomy 6:6-7). Laws that normalize gender ideology in schools and public life make that calling harder to fulfill.

People of faith who serve the public — business owners, coaches, counselors — may face impossible choices between following the law and honoring their conscience before God.

Scripture to Anchor the Conversation:

Genesis 1:27 — "So God created man in his own image, in the image of God he created him; male and female he created them."
Proverbs 31:8-9 — "Open your mouth for the mute, for the rights of all who are destitute. Open your mouth, judge righteously, defend the poor and needy."
Ephesians 6:13 — "Therefore take up the whole armor of God, that you may be able to withstand in the evil day, and having done all, to stand firm."

How to Pray:

Pray for wisdom and courage for California lawmakers — that they would govern with integrity and protect the vulnerable.
Pray for women and girls whose safety and dignity are at stake in public spaces and schools.
Pray for believers who may face pressure in their workplaces or businesses — that God would give them courage to stand firm with grace.
Pray for our church — that we would speak truth in love and be a steady witness in a confusing cultural moment.

Discussion Question for Small Groups:

How do we, as followers of Jesus, hold together genuine compassion for people who experience gender confusion while also speaking truthfully about God's design for men and women?

A Gentle Call to Action:

If you feel moved to respond, consider contacting your California state assemblymember to share your concerns about this bill. You can find your representative at [legislature.ca.gov](https://legislature.ca.gov). You might simply say: "I'm a constituent and a person of faith, and I'm concerned that AB 2563 would harm women's safety and religious freedom." Our voice matters — and God calls us to speak up for what is right (Proverbs 31:8-9).
