Pastor Talking Points: AB 2448 — Medical Information Confidentiality

Bill Status: Moving through the California Legislature | CFC Stance: Watching
Pastoral Framing
God calls His people to be wise stewards of truth and to protect the vulnerable — including the unborn. As Proverbs 31:8 reminds us, we are to "speak up for those who cannot speak for themselves." This bill asks us to consider: when medical records are hidden from public accountability, who benefits, and who is harmed?
Key Talking Points
●
This bill isn't just about privacy — it's about secrecy. California is moving to activate a system that shields records related to abortion from outside scrutiny, including from other states and potentially from families.
●
Parents may be locked out. When medical information about minors is deliberately segregated and hidden, parents — whom God has entrusted with the care of their children — can be cut off from information they need to protect them. (Deuteronomy 6:6-7, Proverbs 22:6)
●
This protects the abortion industry, not patients. The three categories being shielded are abortion services, so-called "gender-affirming care," and contraception. The prioritization of these specific services raises serious questions about whose interests are really being protected.
●
It creates a two-tiered medical system. Certain procedures get special legal protection unavailable to other medical care. That inconsistency should concern anyone who believes in transparency and accountability in healthcare.
●
It could obstruct legitimate law enforcement. By automatically blocking access to these records for individuals and entities in other states, California may be shielding activity that other states have lawfully restricted — prioritizing ideology over the rule of law.
●
God sees what is hidden. Even when human systems build walls of secrecy around the taking of innocent life, Psalm 139:13-16 reminds us that every life is known and treasured by God — and we are called to act accordingly.
How to Pray
●
For wisdom in Sacramento — that legislators would pursue genuine transparency and patient protection, not ideological cover. (James 1:5)
●
For parents — that God would give them boldness and legal protection to remain informed guardians of their children's health and wellbeing.
●
For the unborn — that the secrecy being built around abortion services would not deepen the tragedy of lives lost, and that hearts would be turned toward life.
●
For our church — that we would not grow numb to these legislative shifts, but remain faithful watchmen who pray, engage, and speak truth with love.
Discussion Question
For Small Groups: "What does it look like to 'speak up for those who cannot speak for themselves' (Proverbs 31:8) in the context of our community — in prayer, in conversation, and in civic engagement?"
