Pastor Talking Points: AB 2164 — "The Care Without Fear Act"

God calls us to speak up for those who cannot speak for themselves (Proverbs 31:8-9). This bill asks us to consider what it means to be a society that protects innocent life — and what happens when the laws of our state are used to shield actions that end it.




Key Talking Points


California is proposing to permanently protect anyone who helps provide abortions or sex-change procedures, even across state lines. This bill would prevent any future California governor from ever cooperating with other states investigating these cases — no matter what the circumstances.

This isn't just about politics — it's about preborn lives. Scripture reminds us that God knew each of us before we were born (Psalm 139:13-16). Every life lost to abortion is a life God formed and named.

This bill could also extend protections to those who help minors obtain irreversible surgeries in California, even when the child's home state has said "no." Parents in other states could find California actively working against their authority over their own children.

When governments pass laws that shield the taking of innocent life, Scripture calls that unjust. Isaiah 10:1 warns against those who write oppressive decrees that turn away the needy and rob the vulnerable of justice.

California is declaring itself above accountability. No law, no neighboring state, no future governor would be permitted to reconsider. That is a serious and permanent shift in how our state exercises power.

The church is not powerless here. We are called to engage — to pray, to speak, and to participate in the public square as salt and light (Matthew 5:13-14).



How to Pray


Lord, we lift up the preborn children of our nation, each one formed by Your hand and known by You before birth. We pray:


For wisdom and courage for California lawmakers who still value the sanctity of life — that they would stand firm even under pressure.
For parents in other states whose authority over their children's medical care is threatened by legislation like this.
For the church in California to be awake, engaged, and unafraid — speaking truth with love to our neighbors and our representatives.
For a generation of Californians who would come to see every human life as precious, worthy of protection from the very beginning.
