Pupil Instruction: Health Framework: Sexual Health

Pastoral Opening

God entrusted children to parents — not to the state. As Deuteronomy 6:7 reminds us, it is parents who are called to teach their children diligently, shaping their hearts and minds in the ways of the Lord.

What This Bill Does

A bill moving through Sacramento — AB 1792 — would direct California's public school curriculum board to embed content about LGBTQ+ identity and "gender diverse" experiences into the statewide Health Framework that guides what every public school teacher teaches. Here is what your congregation needs to know:

This isn't a local school board decision. The Health Framework shapes curriculum across all of California's public schools — from kindergarten through twelfth grade.

The bill uses soft language — schools should "consider including" this content — but in practice, a legislative directive like this functions as an instruction to include it. That's how Sacramento works.

Some of the bill addresses genuinely important topics: online safety, sextortion, and protection from digital predators. We support protecting children from those real dangers. But those good goals are bundled together with mandates to center LGBTQ+ ideology throughout the curriculum.

Parents have a God-given responsibility to guide their children's formation on sexuality and identity — not curriculum writers in Sacramento. Proverbs 22:6 calls us to "train up a child in the way he should go." That authority belongs to the family, not the state.

Children are image-bearers of God, fearfully and wonderfully made as male and female (Genesis 1:27, Psalm 139:14). Classroom instruction that contradicts this biblical and biological reality does real harm to real kids.

This bill is still moving through the legislature. There is still time to act.

How to Pray

Pray for wisdom and courage for Christian parents navigating California's public schools — that they would know what their children are being taught and feel equipped to respond.

Pray for California legislators who face enormous political pressure to go along with these measures — that God would give them clarity and conviction to protect children.

Pray for the children in your community, that their sense of identity would be anchored in who God says they are, not in ideology taught from a curriculum guide.

Pray for our church to be a place where families find truth, support, and grace as they navigate these challenges together.

Discussion Question for Small Groups

How can our church better support and equip parents to be the primary voices shaping their children's understanding of identity, sexuality, and what it means to be made in God's image?

A Gentle Call to Action

If your children or grandchildren attend California public schools, this matters to your family. We encourage you to contact your state legislator and let them know you believe parents — not Sacramento — should guide children on these deeply personal matters.
