AB 2691 CFC Opposes HEARING TOMORROW

Elections: elective office: felony conviction

CFC Analysis

This bill bars people convicted of felony sexual assault or human trafficking from holding public office. Its June 24 amendment exempts felony sodomy, oral copulation, and sexual penetration committed against minors (Penal Code 286(b), 287(b), and 289(h)/(i)). The result is that some offenders whose victims were children would still be eligible for office while offenders who did the same to an adult would be barred, and we cannot support a bill that treats these felony sex crimes against children as not serious enough to keep a person out of office.
